Answer 1 :
I believe you register in your state of residence. See: http://www.dmv.state.pa.us/
Answer 2 :
You buy the motorcycle in Pennsylvania and get it registered there, then take it to school in Florida. No problem as long as you are a student with student ID and a Penn drivers license.
Answer 3 :
As you are a student, you are not necessarily a residen of florida, unless you choose to do so. If you own the Motorcycle in PA I assume you will register it there. Is the insurance significantly different in the 2 states? If you want to register it in Florida, you your local address.

First off find out where the nearest Motorcycle Safety classs is. Usually they are always at a community college. MSF or the Motorcycle Safety Foundation is the one that holds the classes. In this class the will teach you how to ride a motorcycle from the basics. The will give you the best knowlegde on how to be a safe rider. Remember that riding a motocycle does take skill and common knowlegde to do. They can be dangerous, and sometimes not for everyone. They will be one of the best things that you have every done. For the most part any one can ride a motocycle. The key to riding is CONTROL. Control over the bike and most importantly yourself. It is easy to go fast on a motorcycle, but it is harder to slow them down. Don't worry they are usually comprised of the best technology money can buy, so everything will do its job. The main thing honing your skills on a bike. Take it SLOW and PRACTICE. TAKE YOUR TIME Buy something that is entry level and a style that fits your needs and wants. The best thing about a motorcycle is that it can be an extention of your personality. Find one that you like looking at and that you feel comfortable on.... Remeber it is a toy(an expensive toy, but with the money you will save on gas mileage. it is the only Toy that will pay for itself..) I personally think that every one needs a motorcycle. They are the closest freedom to flying, great on gas milage, and blast to ride. Remember to ride with in your means, look ahead, and do NOT forget to enjoy the ride and have fun. To register your bike out of state is just like you would your in state one. Go to the DMV or what ever the call it in FL. and tell them you need to do so. I am sure they will need an current address, and of course they will take your money. You can buy a bike from a dealer and they usually register it for you. Good luck and enjoy the ride

You would typically use the address where you would be using the motorcycle more. However, FL tends to have fairly high insurance premiums, so it may be better to insure it up in PA (as long as you're not in Phila). For insurance purposes, you aren't required to maintain a license in the state it's registered, the company is only concerned that you have a valid motorcycle license. Which ever state the motorcycle is registered in is where the insurance will be, even if it is actually used in another state. I would think you'd be better off registering and insuring it in PA, using your primary address.
